Sheldon R. Emmer, BA, MA, JD
Sheldon Emmer is President of the law corporation of Emmer & Graeber located in West Los Angeles. Emmer & Graeber is a highly specialized law firm which restricts its practice to employee benefits, primarily health and welfare plans, and insurance and HMO corporate and regulatory matters.
Sheldon Emmer provides clients with analysis of applicable state and federal tax, insurance, and labor laws, including, ERISA, HIPAA, FMLA, ADA, ADEA, COBRA, Cal-COBRA, as well as both federal and California health care reform laws for privately-held, publically-traded, governmental and other public sector entities.
Prior to forming Emmer & Graeber, Sheldon was a shareholder of the law firm of Dorais & Wheat. Previously, he was a principal with the employee benefit consulting firm of A. Foster Higgins & Co., Inc., a wholly-owned subsidiary of Johnson & Higgins. Among other roles at Foster Higgins, he was the senior lawyer sitting on the National Health and Welfare Practice Committee, National Flex Practice Committee, and National Section 89 Task Force.
Educated at Claremont McKenna College (BA - History, 1974); San Fernando Valley College of Law (JD, 1981); and California State University, Northridge (MA - History, 1989), Mr. Emmer has been a member of the California Bar since 1981 and the District of Columbia Bar since 1990. He also is admitted to practice before the United States Supreme Court; the Ninth Circuit Court of Appeals; the United States District Courts for the Central, Southern, and Eastern Districts of California; and the U.S. Tax Court. He is a member of the Los Angeles County Bar Association.

Crystal Hover, CEBS
Crystal is President and Chief Strategist at Kitchen Table Consulting. Her firm specializes in creating and implementing wellness and health solutions customized to fit the client’s culture and needs. She has over 25 years of diverse corporate and public sector experience in the employee benefits field. Her background includes implementing, managing, and negotiating a full range of fully insured and self-funded benefits for US domestic and international benefits plans as a consultant, as well as the employer and carrier sides.
Previously, Crystal was Vice President and Senior Client Relationship Manager with Aon Hewitt Consulting’s Health and Benefits Practice in Los Angeles. She was a member of the executive management team, and also part of an elite team of national subject matter experts on health and wellness at Aon Hewitt. She is also the former Chief of Employee Benefits and Services for the County of San Bernardino, where she had full responsibility for managing and negotiating a robust benefits offering for 18,000 employees and 7,000 retirees.
Crystal holds a Bachelor of Arts degree from UCLA, has earned the Certified Employee Benefits Specialist (CEBS) designation from Wharton School of Business and is a Registered Health Underwriter (RHU).
Daniel M. Curtin
Dan Curtin is an independent senior management consultant with over 35 years of human capital management experience. Dan specializes in providing proactive, professional, and efficient approaches to human resources management to clients with up to 3,000 employees. He also develops full service Human Resource functions for startup firms.
In his career, Dan has served at a strategic level with several organizations, including Borg Warner Industrial Products, CSC Americas, a KLM Airlines subsidiary, and Red Bull North America. His consulting clients include law firms, manufacturing, hospitality, technology and non-profit organizations.

Dan has both a MA in Organizational Management and a MBA from Lewis University. He also received a certificate in Leadership Studies from the Cornell University Labor Relations School. He won recognition for "Excellence in Human Resources" from the Professionals in Human Resources Association (PIHRA) and is the organization’s current Vice President of Emerging Affairs. He also serves on the Board of the PIHRA Foundation, devoted to providing guidance for teenagers entering the job market for the first time. He is a member of the Society of Human Resources and is an accredited Senior Professional in Human Resources.
